Attached are the operations orders for the upcoming Training Leaders of Cadets (TLC) course to be held at the Stow Armory, 17/18Feb. It contains all of the information you'll need if you wish to participate.
TLC attendance is a requirement for the Cadet Programs Senior Rating, and instructing/directing a TLC is a requirement for the Cadet Programs Master Rating. We still have some slots open for instructors if you are interested.
Also, there will be a cadet leadership academy running concurrently. Operations orders for the academy will be coming out shortly. Maj N. Shaffner is the project officer for the course, she is cc-ed on this email.
Quick plug: If this is the first time you've heard of these being offered, please check the wing cadet programs webpage, we've had these announced since October. We are updating the page often with new information, so it's worth periodically checking. It was also briefed at previous wing staff meetings, put on the wing calendar and briefed at the wing conference.
If you have any questions, please don't hesitate to contact me. I will be out of state from Friday to Monday though, so please contact Capt Chris Metzger, cc-ed as well, if you have any Cadet Programs issues that need immediate resolution.

NCSA Selection and Awards Boards schedule
This year's National Cadet Special Activities Selection and Awards Boards will be held January 20th at Wing HQ in Columbus, OH. The schedule can be found here: NCSA boards schedule.xls. If there is a conflict or a question, please go through your cadet chain of command. You must bring a completed Cadet Info form, signed by your squadron commander, to the boards. Spaatz Award examination request policy
The following policy has been discussed at length by the CAC and it has been created with their recommendations and it has been approved by the Wing Commander.
Effective immediately, the process regarding Spaatz Award examination requests is as follows: -Cadet must request Spaatz Award examination through Squadron Commander to Group Commander. -Group Commander must send an email to the Director of Cadet Programs (DCP) with the approved request. -The DCP will establish a review panel to provide a recommendation to the Wing Commander on whether the request should be approved or disapproved. The recommendation will either be: 'ready to take examination' or 'not ready to take examination at this time'. The panel will be conducted ASAP to decrease any delay for the cadet. -The review panel will consist of three (3) members. The panel will be chaired by the DCP (or his/her designee) and will include one (1) Spaatz Award recipient (active cadet if available) and one (1) Cadet Programs Officer. -The panel will be conducted as a face-to-face meeting, if possible. If a face-to-face meeting is not possible, it will be conducted via teleconference call. Arrangements will be made between the DCP and the cadet. -The panel will review areas such as: preparation for the Spaatz Award examination and participation in CAP. The panel will not review information from Leadership or Aerospace Education textbooks. -The panel will provide a conclusive findings to the Wing Commander, the Group Commander, the Squadron Commander and the cadet NLT one (1) week after the panel. The findings will include the recommendation, reasons regarding the recommendation, and any corrective action if the recommendation is 'not ready to take examination at this time'. -If the cadet disagrees with the findings, he/she will have one (1) week from the date the findings are released to appeal the recommendation to the Wing Commander.
