Greetings Ohio Wing Members,
This is going to be a great year and we are off to a great start! As many of you already know, Civil Air Patrol’s National Cadet Special Activities offer cadets outstanding opportunities to spend a week or more exploring aerospace careers, developing leadership skills, and furthering their love of aviation. Over 30 activities will be offered across the nation this summer. Civil Air Patrol’s Ohio Wing’s Cadet Program Directorate will be conducting National Cadet Special Activities review board interviews in Columbus, Ohio, on Saturday, January 19, 2008, to determine Ohio cadets’ eligibility. (For more details concerning arrival and departure times, and deadlines, etc., please consult previous emails) As you might guess, competition for selection is high and only the best of the best cadets get an opportunity to attend these prestigious activities.
Captain Chris Metzger and I have assembled a cadre of judges to conduct the interviews. The goal this year is to assemble a cadre of judges that represent the opportunities showcased during NCSA. We appreciate all those CAP officers that have volunteered to serve as judges from our internal resources. We are excited to announce we are able to supplement our own internal officers with V.I.P. guest judges in an effort to achieve our goal of exploring aviation careers in a leadership laboratory. I am humbled that all of the V.I.P. guest judges agreed to assist us and render their services without cost; a testament to their support of Cadets, Ohio Wing and Civil Air Patrol.
What should cadets expect? During the panel interview session a minimum of three judges, with at least one active Ohio Wing CAP officer serving as panel chairman, will ask the candidates the same predetermined questions, and all panel members will score the answers based on how close they match the predetermined correct answer. This will allow a numerical score to be applied to each candidate to determine the rank order of scores. Questions will take four forms:
Ø Situational - how the Cadet would act in a given situation
Ø Behavioral - how the Cadet has acted in the past in given situations
Ø Activity-related - questions asked about past experiences to determine how well the Cadet will perform if selected for NCSA
Ø General Cadet Knowledge questions.
I have included a brief bio-sketch of our V.I.P. Guest judges below, with links for some, for more information, if you are interested. I am sure you will agree they all offer us a different perspective on aerospace careers and with a majority of them getting their starts as cadets.

V.I.P. Guest Judges
1. Captain Christian F. Moersch, III, Continental Airlines
Captain Moersch is currently a B737 Captain flying for Continental Airlines, where he has also served as an Assistant Chief Pilot and Manager of Domestic Flight Operations. As a PAWG cadet, he served as a Cadet Advisory Council Chairman, Drill Team Commander, IACE member, and is a graduate and a former staff member of Hawk Mountain Ranger School. As an officer, he served on the OHWG staff as Wing Air Operations and Standardization/Evaluation Officer, as well as Chief Check Pilot. He is a graduate of the National Search and Rescue School, Squadron Officer School and Air Command and Staff College and has completed Level V in Professional Development and is a Lieutenant Colonel.

2. Captain Gregory S. Panzarella, ATP
Greg is the Chief Pilot for Bob Evans Farms. He is based in the Columbus area. He learned to fly in Greene County and is a former cadet and recipient of the General Carl A. Spaatz Award No. 729. He credits much of his success to his Civil Air Patrol experience.
3. Lt.Col. Edward P. "Otto" Pernotto, USAFR
Otto is a defense expert and CEO of Excalibur R &D, a Washington, D.C. based company. During his active duty career, he flew the B-52G as Navigator and Radar Navigator at Barksdale AFB, Shreveport LA, the FB-111 fighter bomber, Plattsburgh AFB, New York, and HC-130 special operations forces (SOF) aircraft, at Kadena Air Base, Japan and was a Contingency and Exercise Planner coordinating exercises across Asia. He is a graduate of the Ohio State University and he completed Phase IV of the CAP cadet program. He is a former Chairman of the OWCAC.

4. Mr. William C. Scott, III
Bill works in Sales Operations for McMaster-Carr specializing in large, DoD, critical war effort, supply chain issues. Bill is a past member of the Cleveland Grays Armory. He is a 1996 graduate of Cleveland State University and former Cadet Program Officer. Bill completed Phase IV of the CAP cadet program. He is a former Chairman of the OWCAC, graduate of COS, and a member of IACE.
5. Mr. Jeffrey Gruber, A&P IA
Jeff is an assistant professor at Columbus State Community College in the Aviation Maintenance Technician degree program. Jeff holds a FAA Airframe & Powerplant license with Inspection Authorization along with being a FAA Designated Mechanic Examiner. Jeff is a licensed pilot and serves as a Lead FAA Safety Team representative. Jeff completed Phase IV of the CAP cadet program. He is a former Chairman of the OWCAC, graduate of COS and Hawk Mountain Ranger School.

6. Trooper Scott Hartge, OSHP
Scott is a law enforcement officer with the 22 years of service with the Ohio State Highway Patrol. He is assigned to the Aviation Section where he has served as a pilot for 11 years. He is commercial pilot with over 10,000 VFR, law enforcement, hours in Cessna single engine aircraft including the 208 Caravan. His work protecting Ohio motorist has been highlighted in numerous print articles and television reports. He is based in Columbus.
