Ground Team members are requested to support the OHWG Biennial
Evaluated SAR Mission on 21-23 Jun 2013 at Mansfield-Lahm Regional
Airport in Mansfield, Ohio. If you hold GT qualifications, or are
training, you are requested to fill out the form linked below. We will
make every effort to involve as many interested people as we can, and
your timely response will help make this happen.
This is a joint exercise between OHWG and MIWG involving a
large-scale disaster response, so while we will need some ground teams
to billet at the mission base, many other teams may deploy from their
home stations.

Ohio Wing Emergency Services will be hosting a Mission Base Staff Training Tabletop Exercise on April 20-21, at The Ohio State University Airport (KOSU). The purpose of this Tabletop Exercise is to help provide training for members wishing to get mission training/participation toward upgrade qualification or qualification renewal in the Base Staff areas.
This training will be overseen by Maj. Chip ingersoll, Ohio Wing Search/Rescue Officer and qualified Incident Commander. This will be a scenario based training “simulation”, in which members will be asked to work in various Base Staff specialty areas, and perform those duties in a qualified or trainee status. The advantage of tabletop training is that we can adjust the speed and intensity of the exercise injects as needed. We can also stop periodically and have valuable training discussions, unlike actual missions where there are no “time-outs” or “do-overs”.
We are looking for any members that are interested in working Base Staff positions for this exercise. We would like to have members who are interested in advancing their training toward additional, higher-level qualifications. We are also interested in having members participate who may need a mission to RENEW a qualification which has expired or is close to expiring. Additionally, we would like to have qualified members who are willing to serve as trainers/mentors during this activity.
This Tabletop Exercise will be held at KOUS (Ohio State University Airport, in Columbus), on April 20-21. On Saturday, April 20th, sign-in will open at 0730 hours. We will have some brief classroom training and introduction to the Tabletop scenario, beginning at 0800 hrs. There will be a break for lunch, and we will probably conclude the day between 1700-1730 hrs. On Sunday, April 21st, we will once again begin at 0800 hrs. We will conclude the exercise around 1200 hrs, and then have a “hot-wash”, debrief, and wrap-up after lunch. We should finish Sunday no later than 1500 hrs.
I am hoping to get many people interested in this training. If you are planning to work at the mission base for June’s SAREVAL, I strongly encourage you to make every effort to participate in this weekend Tabletop!!!

(Please note… The form does not have a section for mentors/trainers. If you are SET-qualified in mission base staff position(s), and would be willing to attend in a trainer/mentor capacity, please e-mail me directly as there is not a place to indicate such in the form. Please complete the form for doing a “renewal” in those areas, but e-mail me if you are interested in actually being a SET-trainer, beyond simply being a participant!!!)
If possible, we would like to have registrations submitted on this form by Friday, 14-April-2013. I know this is only about a week out. We won’t turn anyone away who can’t register until after April 14th, however it would be helpful for us to know who is coming, so that we can do some final planning during that week preceding the exercise.
Please note that due to the current fiscal situation, this is an UNFUNDED mission, therefore members are responsible for their own vehicle fuel costs, etc. However, this is still an APPROVED Air Force Training Mission (13-T-5039). Therefore, ground transportation will be covered by USAF insurance (as long as inbound/outbound sorties are entered into WMIRS), and all training/participation for the weekend will count and can be entered under this USAF-assigned training mission number.

Over the weekend of 21-23 JUN 2013, Ohio
Wing will undergo a biennial SAREVAL by CAP-USAF. This is an important
event for us as we get to demonstrate our skills for the US Air Force
Evaluators. It is the mission of the Emergency Services Directorate to
openly welcome all OHWG members to lend their time and talent to the
successful execution of this mission, and we sincerely encourage
everyone to consider volunteering to help.
At this early stage, it is likely that the location for the mission
base will be in the northwest-central Ohio area. As details become
final, the exact location will be relayed.
Currently, there are
many opportunities to serve as a member of the Mission Base Staff.
Trainees and members qualified in Base Staff positions are welcome to
sign up by clicking the link below. Once the Mission Base Staff is
established, expect further invitations to serve with air and ground
assets.
We sincerely appreciate your willingness to assist, and look forward to a successful evaluation.
Due to historically poor weather conditions in January and
the impending governmental fiscal emergency, the January SAREX will be
canceled. At this writing, we will plan to execute all remaining
scheduled SAREX activities. Ohio Wing ES thanks you for your interest
and participation and we look forward to seeing you all at the next
training activity.

Because of poor weather at the beginning of this
mission, the Air Force and the NOC has allowed Ohio Wing to extend the
mission one more day. Instead of ending on 14 September 2012 the
mission will close on Saturday,
15 September 2012 at midnight local time. Mission
reimbursement requests need to be sent in by 19 September 2012 in the
usual prescribed manner.
Remember ALL sorties must be aircraft wheels down or
ground vehicle wheels heading home by 2000hrs local for these mission
tasks.
There is a change on Friday for
the North IC assignment. Instead of Lt.Col Voyticky being the Northern
Ohio IC the assignment will be taken over by Major Joe Mitchell .
The Incident Commanders for 15
September 2012 will be Lt.Col Voyticky for the North Ohio area and
Lt.Col Rich Neuwirth for the Southern Ohio area.

Emergency Services Members,
The Ohio Wing has developed a training mission that will encompass a ten day operational period betweem 7 September 2012 and 16 September 2012. A copy of the OPLAN is attached to this email. The daily operational period will be between 0800hrs local to 2000hrs local. All search teams must be finished with their search activity and have been debriefed in this time period. The below will explain how this will work.
1. The state has been divided into two search areas both north and south. The dividing line will be SR 70. Search area Alpha (NORTH) will include Groups 3, 4, and 6. Search area Bravo (SOUTH) will include Groups 1, 7 and 8.
2. Each of these search areas has two of the following targeting set up: Two Seeded Grids for Aircraft Two Practice ELT's for Aircraft Two Route Searches for Aircraft Two Photo Damage Assessment for aircraft of at least three locations
Two Practice ELT's for Ground Teams Two Missing Person Searches for Ground Teams Two Compass Navigation Courses for Ground Teams Two Medical situations for the Lost Person for Ground Teams

3. An Incident Commander has been assigned as a controller for each search area on a daily basis. The IC schedule and their contact number will be forwarded to the wing unit commanders this Thursday ( 6 Sept 2012).
4. When cleared by their unit commander: Search teams are required to contact the daily IC in their area for an assignment and briefing. Please give the IC 24hours notice of your sortie request to the Incident Commander assigned. Search crews will enter their information into WIMRS before calling the IC for a briefing on their CAPF 104 or CAPF 109. Incident Commanders will log their personnel and vehicles into the mission. The IC will flight release the aircrew, release the Ground Teams and monitor their progress.
5. Search teams will conduct their sortie as briefed and call the IC for a debriefing and demobilization plan upon completion of the search sortie.
6. Qualified participants need to make sure that a qualified Skills Evaluator (SET) is present to sign off on those required items on the members SQTR.
7. Operational Risk Management will be briefed for each search sortie. Weather delays or cancellations will be made by the overall Incident Commander by 1600hrs local the preceding day. This weather information may include the both search areas or only one. An email to the wing, for the next days weather operations, will be sent out to the wing by 1700hrs the preceding day.

This
past weekend, Ohio Wing held a Disaster Relief Exercise (DREX) in
Mansfield, Ohio, at Manfield-Lahm Airport (MFD). Overall the mission
was a very successful event for Ohio Wing. Great job to all who
attended!!! The Ops Tempo was slightly lower than an actual SAR/DR
mission, but we had trainees working in almost all areas and experienced
trainers who were doing an excellent job instructing and qualifying new
base staff officers (and cadets).
By
“slightly lower”, please don’t think I mean that we were just sitting
around… On Saturday (18-August), we had over 70 members signed-in to
the mission base, including four (4) Ground Teams and five (5) Ohio Wing
Aircraft. On Sunday (19-August), we had over 40 members signed-in to
the mission base, including two (2) Ground Teams and four (4) Ohio Wing
Aircraft. We were successfully able to use all of the training funds
allocated for this mission.
The
ground teams were active both days, working on SAR/DR taskings. The
air operations section flew 33 total sorties over the weekend, with 50
hours of total flight time on all the aircraft and 460.4 gallons of
aviation fuel purchased!!! We qualified several new Ground Team
Members, a Ground Team Leader, several Mission Scanners, and several
Mission Observers, including a number of Observers now qualified in the
G1000 airframe. At the mission base, we qualified several new Mission
Radio Operators, a new Communications Unit Leader, new Air/Ground Branch
Directors, and a Finance/Admin Officer. And those are just the ones I
remember from conversations with my department chiefs and several people
I was able to chat with throughout the weekend. There may be more I am
forgetting!!! Plus, the best thing of all… NO SAFETY MISHAPS!!!!!!!!!!
Most
importantly, the IC’s and Wing Staff members in attendance gained some
valuable insight into our current mission operations. Ohio Wing has a
great reputation for E.S. Mission Response, however there is always room
for improvement, even in the best organizations! OHWG Emergency
Services is continually looking to improve the training experience our
members receive at these Wing Exercises, as well as to improve our
mission processes and procedures so that we can maximize our readiness
and efficiency when called upon for the “real thing”. This is even more
critical now, as Ohio Wing has our next CAP-USAF Evaluated SAREX
(SAREVAL) coming up in late-October. This past weekend, I saw a lot of
great people doing outstanding things, and these things have been noted
so that we can continue to perform well in these areas. I also saw some
areas this weekend where we could identify the need to improve
processes or overcome challenges in our operations. These things have
been noted as well, and addressing these things will become part of our
continuous future planning.

exercise. I would love to hear any positive comments you may have, or
anything you feel went exceptionally well. I would also appreciate

constructive and helpful in nature!) I will review these e-mails, and
in-turn will share them with the Ohio Wing Commander, the other Ohio
Wing Incident Commanders, and the OHWG Emergency Services staff.
I
had such a fantastic mission base staff working with me this weekend
that I would like to thank them all personally. However, I’m sure that I
would miss somebody! So as not to exclude anyone, I would like to
simply thank ALL of the members, qualified and trainee, who worked at
base staff positions this weekend, as you did a great job overall.
Ground teams and Aircrews, you were well-trained, proficient, and
professional, as usual. I would like to particularly thank Lt Col Ken
Voyticky and Capt. Patrick Kelly for all of the advance work that they
put into the planning and preparation for this mission, as well as the
coordination for the facilities at Mansfield. I would also like to
thank Capt. Chris Kovacs for his resourcefulness as Logistics Section
Chief, as his diligence and professionalism got us up-and-running
quickly and efficiently and kept us rolling through several hiccups!
GREAT JOB to everyone involved.
One final IMPORTANT housekeeping reminder… There are still a few open Ground Sorties in WMIRS. You should already have contacted LTC Ray Francis (raymond.francis@ohwg.cap.gov)
with any fuel receipt totals you have. He needs this information ASAP,
or you may not be reimburse for vehicle fuel from this mission!!!
Also, the ground sorties to/from mission base must be closed, to account
for your safe arrival home, even if you are not submitting a receipt
for fuel reimbursement. This all needs to be completed by 2359 hrs on
Tuesday (21-Aug-2012). If you have any trouble getting your ground
sortie closed-out in WMIRS, Capt. Scott Littlefield has offered to
provide assistance to those in need. Please e-mail him at j.littlefield@ohwg.cap.gov
or call him at (330) 416-6787. Also, don’t forget to notify Lt Col
Francis with any fuel receipt information he may not have yet, and for
goodness sake, please submit your CAPF 108’s for fuel reimbursement to
Wing HQ right away!!! (Capt. Littlefield can also assist with briefing
you on CAPF 108 procedures, if needed.)
Thank
you all again for all the hard work this weekend. It was a pleasure to
be your Incident Commander for this exercise, and I look forward to
working with all of you again in the future!!! For those not attending

Emergency Services. All interested members may submit a resume' of their
CAP Membership along with the answers to the below listed questions.
Any further information the applicant feels necessary may be included.
An interview will then be scheduled with the Ohio Wing Command Staff.
There is no particular format for the resume'. Applicants must submit

Lt. Col. Paul Bronsdon has stepped down as the
Ohio Wing Director of Emergency Services. Another e-mail will be sent
shortly announcing the requirements for that position. On behalf of the
Wing Commander I would like to thank Paul for his service in that
capacity. He will remain as the Commander of the Ohio Congressional
Squadron and continue to serve as the Legislative Liaison. Until such
time as a new Director of E/S is named, I will be the acting Director of
E/S, by order of the Ohio Wing Commander.
Any personnel wishing to
participate at the upcoming DREX at Mansfield Lahm airport (KMFD) are
welcome to do so. Trainees please submit your requests for training
positions through your Unit and Group Commanders. Group Commanders will
have "WRITE" priveleges on the Wing Web Site to put in names for
specific training. There is a spreadsheet under the E/S section at the
Wing Web Site. All personnel will have "READ" priveleges. Anyone who
shows up for training will NOT be turned away.
