We are at critical juncture in our attempts to obtain a Congressional Gold Medal for our World War II members. If we can not muster enough US House of Representative votes in support of HR 719 in the very near future, the bill will die at the end of this Congressional session. This means that we would be back to square 1 and have to start the entire process all over again. We can not afford to let this happen
MG Carr is asking for all of our help in getting HR 719 passed. I am contacting daily by telephone each of the US Representatives from Ohio who have not yet signed on in support of the bill. I encourage you to do the same. Listed below are Ohio's US representatives and their local office telephone numbers (those with a yellow 1 behind their names have signed on). We must let our representatives know that this is a most important issue that needs their support.

A large majority of these veterans flew Coastal Anti-Submarine Patrols from the CAP Coastal Patrol Base 14 in Panama City, FL during the opening months of WWII in 1942. I have personally talked with Col. Robert Arn, CAP from Westerville, Ohio, and his recollections of the duty he and the rest of the Ohio folks at Coastal Patrol Base 14 is truly awesome and inspiring.
I urge each and every Ohio Wing CAP member to personally contact your local Congressman via letter and telephone to urge them to sponsor and support HR 719 for the Civil Air Patrol Congressional Gold Medal for our remaining WWII CAP Veterans. I need each and every Oho Wing CAP member to act immediately on this and follow up with them until you receive some form of reply. We cannot wait anymore.
As best we can determine, despite the successful Senate vote, the House will not suspend its rules to bring the Senate bill up for a vote. To complicate matters further we only have until the end of this year to get this done in the 112th Congress. And since this is an election year no one really knows exactly when the Congress will finish its business for the year.
I personally appreciate your quick, persistent, and personal support in this matter.

Carr, Jr. ________________________________ Despite the fact that on May 10th the Senate passed S418, the CAP Congressional Gold Medal (CGM) bill, by unanimous consent and with 86 cosponsors, time is running out in the House for passage of their version of the CGM bill, HR 719. We had hoped that the House would suspend their normal rules and quickly vote on the Senate bill. Unfortunately, they will not do that and are requiring us to gather all 290 cosponsors necessary for committee action. Complicating matters is the fact that at the end of the 112th Congress time will run out for us if we don’t get the necessary cosponsors. At that point the bill will die, and we will have to start over again in the next Congress. In addition, we continue to lose our World War II veterans at a very fast pace. For example, on June 20th, Colonel Vern Kramer of South Dakota passed away. He flew on the Coastal Patrol as well as later in the war as a tow target and liaison pilot. Add to this the fact that this is an election year which will take time and attention away from legislative business, and we have our work cut out for us. I need help from wing commanders and CAP members who support this legislation to reach out to those Representatives who have not yet cosponsored. This requires some effort as it is vitally important to not only ask but to follow up until you receive an answer one way or the other. To help you I have attached several documents: the latest CGM update (which includes instructions on what needs to be done), a list of cosponsors (and those who have not cosponsored), and a one-page background sheet. DEFENSE SUPPLY CENTER COLUMBUS, OHIO – United States Senator Rob Portman (R-OH), a native of Cincinnati and current senator for Ohio, will be supporting Senate Bill 418 which would authorize Congress to mint a Congressional Gold Medal to honor the Civil Air Patrol members who are still alive who served during World War II.
During World War II, over 60,000 Americans - civilians who remained on American soil during the war - served in the Civil Air Patrol. One of the primary duties was Coastal Patrol, the defending the American East Coast and Gulf Coast from German submarines who sought to disrupt shipping. Of the 59 CAP pilots killed during World War II, 26 were lost while on Coastal Patrol duty, and seven others were seriously injured while carrying out the missions. It is estimated that there are only a few hundred still alive from that time period and the Congressional Gold Medal - the highest civilian medal awarded by Congress - seeks to recognize the sacrifice that the hometown heroes made when the country needed them the most.
"The Civil Air Patrol voluntarily carried out critical missions during World War II that saved lives and protected our homeland," said Portman. "The courage and selflessness of these brave pilots during a pivotal time for our country should be recognized with a Congressional Gold Medal. I am honored to co-sponsor the CAP Congressional Gold Medal bill to recognize these civilian heroes."

Six adult and cadet members of the Ohio Wing of the Civil Air Patrol
(CAP) traveled to Washington, DC to participate in Civil Air Patrol’s
National Legislative Day in which CAP members from all across the
country meet with their respective elected Congressional officials to
discuss the importance of Civil Air Patrol to the nation.
 Major
General Charles Carr, the National Commander of the Civil Air Patrol
and a native Ohioan, along with Ohio Wing commander Colonel Gregory
Mathews, Ohio Wing Government Relations Advisor Major Paul Bronsdon, and
cadet captains Adam Campbell, Jared Mohler, Joshua Schoettelkotte
visited with Senator Sherod Brown, Congressman Michael Turner, and the
assistants to Senator Rob Portman, Congressman Pat Tiberi, and
Congressman Steve Austria. Discussion topics included Ohio Wing’s
service during World War II, the 2013 Operating Appropriations which
allow Civil Air Patrol to perform its vital missions, and support for
the bills that would award Civil Air Patrol members who served during
World War II the Congressional Gold Medal.

Ohio Wing Government Relations update for February 2012: - Folders containing our 2011 CAP Report to Congress, Ohio Wing WWII History pamphlet, 2011 CAP Volunteer Issue highlighting CAP's WWII Involvement, supporting CAP WWII documents and a personalized letter from Ohio Wing have been mailed to all US. Congressional Gold Medal: CAP is still seeking co-sponsors for two bi-partisan bills that would
award a single Congressional Gold Medal (CGM) in recognition of its World War II service. As of Sept
22, S 418 had 42 of the 67 cosponsors needed and HR 719 had 96 of 290. We are fairly close to
gaining the co-sponsors needed in the Senate to have this legislation considered in committee. One
way everyone can help is to ensure that both of your state’s senators are co-sponsors; we only need
25 more to quickly move the bill.
Because of the advanced age of our surviving veterans, time is of the essence. Our goal is to gain the
necessary co-sponsors over the next two months so the CGM can be awarded in the spring of 2012.
To do this everyone needs to be fully engaged in seeking as many co-sponsors as they can from their
state congressional delegations.
Every commander needs to take ownership of this issue. There are still 20 wings with only one or no
co-sponsors. We need to average seven co-sponsors for every wing in the nation. So far, Minnesota
and Colorado lead the nation with nine each. Six wings have obtained their entire congressional
delegation: CO (9), HI (4), ME (4), AK (3), MT (3) and DC (1). Finally, 13 states have both senators
as co-sponsors: AK, CO, HI, ID, IL, KS, ME, MI, MN, MS, MT, NJ and OR.

webpage details the progress of wings and regions in gaining co-sponsors and has links to supporting

WWII CAP Members: Help is still needed from wing staff and members to identify and confirm CAP
World War II members, as our records are incomplete. CAP’s CGM webpage (see above) contains a
link to register the names of these senior members, alive or deceased, who served so that they or
their families can be honored when this legislation passes. We also have over 80 candidates for the
CGM who are awaiting confirmation from their wings to determine if they are eligible for the CGM.
Determining eligibility may require the wing to interview the candidate or surviving family members.
Eligible members must have served in CAP as a Senior member during WWII and have been age 18
or older prior to Aug. 15, 1945.

FY12 Budget Restoration: Both the House and Senate have restored $4.5 million to CAP’s
Operation and Maintenance (O&M) request for FY12 in their respective versions of the defense
appropriations bill. The Senate also restored $6.8 million to CAP’s aircraft procurement account. The
House and Senate will meet to resolve differences between the two versions of the bill.

2012 Legislative Day: Wing and region commanders are reminded that the next Legislative Day will
be held on Thursday, March 1, 2012 in conjunction with the Winter Board meeting. It is essential that
wing and region commanders begin to prepare now for this event. Legislative Day is critical to
ensuring that CAP is funded at the levels necessary to conduct our public service programs and
missions. Every wing and region should have an assigned government relations advisor and wing
commanders should start reviewing background material on their state congressional delegation
members. Of particular importance is determining the committees your delegates serve on. While
Defense Appropriations is the critical committee for CAP, other important committees include Armed
Services, Homeland Security, Veterans Affairs and Banking/Financial Services. Advanced
background and training materials will be sent out sometime after the start of the year and important
legislative training will be conducted the night before Legislative Day in Washington DC.
