The Cadet Initiative is fast approaching. We are looking to the Senior Members who are NOT team escorts to fill the judge slots for the tasks on 18 SEP. You don't have to have a cadet team competing to serve as a judge.
We will need to hear from those of you who are interested NO LATER THAN 3 SEP. To volunteer and/or if you have questions, email Lt Col Chris Smith at clsmith@ohwg.cap.gov. Those who assist will receive an information packet with everything they need to know.
UNIFORM of the DAY for judges will be:
AF style of CAP blue BDUs
AF flight suite (for volunteers from flying units)
Jeans with hiking boots and a CAP shirt (polo, t-shirt, or the new button-down CAP shirt)

The 2004 Cadet Initiative 17-19 SEP 04 Ravenna Arsenal Training Area
Members of the 96th Composite Sqd. and Group 4 HQ participated in mission #04M1861 on Sunday, 22 AUG 04.
At approximately 1530 hrs. local, Maj. Kevin Dwight, Incident Commander, left me a voice mail about my availability for a mission. Shortly thereafter, I received a text message from Lt. Col. Chris Smith, Group 4 Commander, to call him regarding a mission.
I called LTC Smith. AFRCC had a possible ELT in the vicinity of Portage County Airport. It may be in an aircraft that has been in flight and may have passed through points south as teams had been out earlier in search.
Also about this time, MAJ Mike Bower and MAJ Yvonne Demyan were returning from National Boards in Florida. As they turned on their cell phones at the airport gate, they received all the text messages. CPT Chris Hanson was picking them up from the airport and we all met at LTC Smith's home in Akron.
We were then told to stand by. AFRCC (Air Force Rescue Coordination Center) was waiting on more satellite passes. At approximately 1757 hrs. local AFRCC scrubbed the mission. Three satellite passes had failed to pick up any further signals.
What may have happened is that this aircraft had been flying around with it's emergency locator transmitter (ELT) on, landed, discovered the beacon transmitting, and shut it off. This kind of mission happens on occasion--all dressed up and no place to go. However, it puts our skills into practice and is not considered a waste of time.
As yet another reminder--to get involved with Emergency Services, you must have your Curry or Level 1, and take the CAP Test 116, parts 1 and 2. See me if you need direction on how to accomplish this. Group 4 is presently making plans to conduct Ground Team Member training in coordination with the Group 4 squadrons. You will all be hearing details of this soon, if not already. You still have time to take the 116 tests to get in on this training before it begins. The 77th Cleveland Emergency Services SQD has taken 3rd place in the Civil Air Patrol National Commander's "Sights on Safety Program". The SOS is a mandate to Regions, Wings, and squadrons to develop an innovative safety program. 1Lt Ivan Hutter, CD of the 77th, led the unit's effort to develop this program.
During judging at the National Board meeting this past week, the 77th's program was awarded 3rd place nationally for individual squadron programs. The unit also receives a cash donation for their efforts.
Congratulations and a job well done to all those involved at the 77th!!
I've been getting questions on registration for the Initiative 2004. Let me clear up some basics:
1 - Teams are to be five cadets, including the commander. They will have two senior escorts. Teams with mixed genders will field both a male and female senior member.
2 - Team registrations will NOT be taken for more than one team unless you have a list of cadets to fill that team. Squadrons may take one slot prior to having cadets to fill it. Squadrons can reserve two slots if they send me ten names and CAPSNs for the slots at the time of registration. If you have questions on this, please leave me an email at TARehman@aol.com.
3 - Cadets who are interested in staff positions should know that they must attend the entire weekend to be considered for staff positions. Staff positions will be decided by C/Capt Elizabeth Morris, C/Commander, upon her return from AROTC training. Staff applications should be sent to TARehman@aol.com for processing.
Positions open:
Cadet Deputy Commander - The Deputy Commander will be the second in command of the cadet group, and will assist the commander in any way necessary.
Tactical Officers (4) - Tac Officer applicants should have their Mitchell Award. They will be expected to spend the entire competition in the field with the cadets, and will be hands-on problem solvers. They will be tasked with logistical and safety jobs, and should be very adaptable.
Communications Officer - Communication Officer applicants should, obviously, have at minimum a BCUT (Basic Communications User Training) qualification and their Mitchell Award. They will be responsible for radio issue and radio usage during the competition.
Admin Officer - Admin Officer applicants should have, at minimum, their Mitchell Award and at least 3 months in a squadron staff position. They will work closely with many senior staff positions and will often be required to multitask.
Admin NCO - Admin NCO applicants should be C/SSgt or above. They will work to assist the Admin Officer and many other senior staff officers.
