GETTING A CAP DRIVING PERMIT

In order to obtain a CAP driving permit, the applicant will first need:

A driving abstract.  
    1. This can be obtained from your local BMV for a price and scanned into your computer.
    2. You can go online at http://bmv.ohio.gov.  In the middle of the page under “General Information” click on “Copy of Driver Record (abstract)”.  On the next window, scroll down until you see a big “Click HERE”.  After that, it’s obvious.  Then you can print your abstract, scan it into your computer.  Instead of printing, you could save it as a PDF or Microsoft doc.  Either way, it’s ready for uploading.
Your state driving permit – You will need to save a copy on your computer so it can be uploaded

Now you must log in to e-services, and select either “My Operations Qualifications” on the left-hand side of the home page or “Operations Qualifications” under Restricted Applications on the right hand side of the home page.  Now scroll down and click “Driver’s License” on the left.  It will ask you to enter your CAP ID and “click the search button”.  There is no search button.  Simply hit “enter” on your computer keyboard. 

Provide all of the requested information and upload your driving record (abstract) and the copy of your state driving permit.

When you are finished, don’t forget to scroll down and hit the “submit button”.

Your Squadron Commander, Group Commander and Wing will be emailed to approve your permit.  Once all of your approvals are in place, the driving permit will appear on your 101 card with an expiration date.

ALL CAP LICENSED DRIVERS - CAUTION!!!
 
Anytime you are transporting passengers in a CAP vehicle (seniors or cadets) you should have in your possession a current Form-60 for each passenger onboard (yourself included).
 
The "Emergency Procedures" form inside each Ohio Wing Vehicle's log book requires that the driver (or another adult in the vehicle) contact the family members of each passenger in the event of an accident.
 
Should a passenger be injured to the point where he/she is unable to communicate, information provided on the Form-60 would be vital not only for "procedure" but possibly to save a life.
 
THIS IS NOT A SUGGESTION.  THIS IS A REQUIREMENT.

OHWG Driving Permits

ALCON,
 
To receive an approval of a CAP driving permit with either a "special vehicles" or a "FEMA trailer towing" endorsement, you must first send us an email explaining why your are qualified to receive such endorsements.  It doesn't have to be anythin fancy or formal, just state prior driving experience that you have had to show you are entitled to such endorsements.
 
We will remove these endorsements from your application before approving your permit, if we have not received this email prior to a request for approval.

Clarification on POV's/CAPF-73's

ALCON,  

There were many questions from OHWG members after the OHWG Transportation Office sent out the email concerning the use of Privately Owned Vehicles and the need for CAPF-73 (inspection forms).  Below is the official last word on the subject from National Headquarters.  As you can see (highlighted) this is not about meetings and encampments.   

The portion that is not highlighted, explains the part of the Regulation that is of great concern to NHQ at this time.  Written permission for the use of; and a CAPF-73 for the daily inspection of POV’s is a must, when their use falls within the parameters explained below ( from CAPR 77-1 Chapter 1 paragraph 8 a & b).  

Use of POVs for transportation to and from CAP meetings, encampments and other activities is solely at the risk of the individual CAP members and their passengers. CAP assumes no right of control, liability or responsibility for such transportation. Unit commanders must approve, in writing, justification for use of a POV as official CAP transportation, when adequate COVs are not available for such purposes. Approval is limited to unusual circumstances where lack of transportation or capability for CAP members adversely impacts important activities. Prior to granting such permission, the member must produce evidence of insurance coverage, state inspection (if required) and registration. Written approval for use of a POV will be maintained on file in accordance with CAPR 10-2, Files Maintenance and Records Disposition.

Privately Owned Vehicles for Official CAP Transportation

ALCON, 

NHQ would like OHWG Transportation to stress to all members that the following National Headquarters Regulation must be followed at all times. 

CAPR-77-1 para 2-1(a) states that privately owned vehicles used for official CAP transportation must be inspected using a CAPF-73, just like our corporate owned vehicles, prior to operation each day. 

Please be sure that this regulation is being followed.  If anyone out there, who uses their own vehicle for CAP transportation needs CAPF-73’s, let us know, and we will provide them for you.
